JIRA doesn't have field level security. I believe you can mimic it with scriptrunner or maybe another plugin.

I don't use many. I think scriptrunner has been combined with the Behavior plugin. I'd start looking there. It is a paid for plugin. In general stay clear of free plugins. They may not be updated for new JIRA releases. Which means you face the decision to not upgrade or lose the functionality of the plugin.
