Can we create Issues in jira by using webhooks ?

Hi,
I want to integrate SAAS tool with jira. The programmer is asking for API keys from Jira. But i don't know how to generate API Keys in Jira Server.
I'm not sure that using webhooks, can we raise tickets in jira ?. As per my knowledge webhooks are used only for notification of events from jira. I'm not sure that ticket creation, comments, moving statuses are possible with webhooks.
My requirement is I want to create or changes in issues using webhook. Is that possible. If it is possible, Please let me know the configuration steps to be followed.
