Can we automate cleansing user in atlassian?

What exactly do you mean by "cleanse"?

If you are looking to anonymize users, our Data Protection and Security Toolkit has a new feature which lets you find users that have been inactive for a specific period of time and anonymize them in bulk. It does not do that based on a schedule yet, but we are looking to add this functionality in the future.

@Nicolas Andika There is an interesting app that automatically optimizes the license usage. It sounds it may be applicable to your use case and it is automatic. I have no experience with it, but I find the concept interesting.

Do you have atlassian guard?

If not, this is how i have automated the user cleanup process in past.  Hope this helps!

• Manually export the licensing groups user list from the UI. That export will have the user email and last seen date of the user on the product.
• Have a script that looks at this csv export and find users list who did not login for the X days. 
• For each of those users, the script removes them from the licensing groups using the REST end point
