Can we attach screen recording or gifs to jira issue ?

it's a known issue. Try to remove special character from the file name.

@Vikrant Yadav  There are special characters in my file name. Seems like file size is the issue.

@Vineela Maddala  Yes, file size also creates issue while uploading attachments. 

You can modify the file attachment size. Kindly check below document :-
