Can we allow a certain group of users to edit issue type = Requirement?

We are planning on creating a new group o our current JIRA and give only that group of users to edit a certain issue type. Is this possible? If Yes, how can we do that? Is there a certain documentation?

I guess your requirement falls in to the requirement to have permissions set on the issue type. this has been debated and resolved as wont fix in the improvement request at https://jira.atlassian.com/browse/JRA-5865
