Thank you for your answers. I finally realized that there was another way to look at this. The context was that the team thought that there needed to be a secondary assignee on each ticket in case input was needed from each assignee. However, there is a better way to use this tool. It was pointed out, that when an issue needs to have input from another source, the current assignee can reassign the issue to that source. When that source has completed their task, they can then assign it back to the original assignee.
