Can the 'issue collector' be turned off for a product?

Using Jira Cloud, Premium - Recently a project has created an issue collector and placed this on a website.  Allowing creation of Jira work items from outside the Technology department is not allowed by our security team.  Is there a way to turn off this feature such that a project administrator can't turn it back on?

As far as I know, this option does not exist in Jira Cloud.
At the very least, it is possible to monitor the creation of issue work item collectors via the following link :  <yoursite>.atlassian.net/secure/admin/ViewGlobalCollectors!default.jspa 

In the past, I had the opposite issue : I was unable to create an issue collector.
The problem is described in this ticket : https://jira.atlassian.com/browse/JRACLOUD-65284 

I’m not sure if this “bug” is still active today… but it might help in your use case 
even though changing that particular setting might not be so straightforward ... 😅
