Can the Release Notes be modified/configured to include an additional field that is not already include in the default template?

Yes, thank you. I realize regular Jira allows customization, but we are using the OnDemand Version and I can't access the jira-config.properties file

Yeah, thought so. You could contact Altassian with a support ticket and ask whether customization is allowed.
