Can't see the Import Issues button when creating an issue

See that button on the top right called "Import Issues?"  That button is not on the screen for my Data Center instance.  Another team sent me this and asked "Why don't you have this?"

Any ideas? I have found no solution online.

The other team's instance is on Cloud.  This button does not exist in Server or Data Center.  To import issues on server follow these steps: https://confluence.atlassian.com/adminjiraserver/importing-data-from-csv-938847533.html
