On one of the boards I can't see board settings. The person who was working scrum tickets left and this is the only board I have an issue with. It is a company managed software board and I am an admin under project people. I am trying to enable backlog but not able to ( I only see reports, issues, and components). Any ideas what my issue may be?
Company managed projects do not have a backlog. Their boards do.
Your description of "I can see reports, issues and components" suggest that there is no board for this project! Or that you can't see it.
If that is the case, there should be a boards -> create board option above reports. If that's not there (or you have no access to boards), then you'll need to look at what @Ollie Guan said to get access/permissions.
Once you've added/found a board, you'll find the backlog is part of it.

Project administrator and board administrator are two different permissions, you need to have the latter role to see the board settings.
