I am an administrator and checked that I don't have a permission problem, i.e., I have the necessary permission to manage watchers. But unlike in Software Projects, I don't see any button like "Watchers" to manage watchers in a Business Project. I do see an eye icon to watch or unwatch just for myself.
The correct answer is that clicking on the task number again gets the full issue page view in which there is a Watchers tab (clicking "..." and selecting Watchers) like in any Software Project. By default a Business Project appears to show the floating shorter summary view that doesn't have a Watchers tab to manage watchers.
So, this behaviour has changed again and it is now an "eye" icon on the top and it's available from any issue detail view screen.

Based on the behavior that you mentioned, it seems like you do not have the "Manage watcher list" permission in the project.
Since you are the Jira administrator, perhaps you can grant yourself with the "Manage watcher list" permission in the project accordingly.
Perhaps you can verify that with the Permission Helper in Jira:-

As I already noted above, the permission is not the problem. I already have the Manage Watchers permission. I also already verified it with the Permission Helper as well.
