We have a JIRA instance in the cloud, where I got to the User Management page, click on the link for the new user we added last week, and try to grant him "Application access". Hovering on the link shows a message to the effect that I need to license more users.
So I go back to the full list of users, find someone who hasn't logged in since last year, and click on the "Deactivate" link at the right of their row. Exxpected: that user would be deactivated. Actual: See error message that the user ""could not be made inactive for an unknown reason"
Any suggestions as to how I might proceed?

It's better to raise a support ticket with Atlassian and check with them.
They will be able to provide you more details on it.
