Can't create project due to unknown error

I have installed Jira for Server on my Windows Server.

Installation was succesfully completed but I can't create project.

My database is PostgreSQl and collation C, reverse proxy configurated well and there isn't any error at troubleshooting center.

I read some threads but there is no solutions about that.

I have solved issue.

Problem caused by old database has "Turkish" collation. When I converted it to C everything fixed.
