Can't create an issue in JIRA

Although I've been able to raise issues in the past, as of I can no longer do this. When I tried just now I got the following message:

"User 'myname' doesn't have the 'Assign Issues' permission"

However, you can see by the following issue, I have been able to:

Why has this changed?

This is the Atlassian user forum, so this question is better asked on support.atlassian.com. As for my own access, i have not noticed any differences to any of my old issues, so it might be worth askin support.
