Can't create a user

I have read this docs https://confluence.atlassian.com/display/JIRA/Managing+Users#ManagingUsers-viewingusers and did everything as described in it, but i still can not create a user, i can only invite them. Can you help me, what i can do wrong? The screenshot of my user management window attached below. Thank you in advance

I have the same issue. It is new in the last week or so. Frustrating because I want to ensure the initial username is in the proper format.
