I'm an admin and have couple business projects.
My goal is to create a type of issue, which can be created in every project, but operated (proceed) only in specified one.
In Global Settings - Issues, I've created a new type of issue "X", created a workflow, added an Issue Type Scheme to "X". But all the workflows are inactive and I can't find or use created new type of issueI "X" in my projects and use new workflow.
Help me please!
Or maybe you have a solution for such needs by another approach (some forms maybe, which can be sent from one projects to another)...

I can see from your screenshots (especially the last one) that your project is team managed. This type of projects does not work with schemes or centrally managed issue types, but has a configuration that is (largely) isolated. Issue types, workflows and (most) fields are only available inside the scope of a single project.
If you want to use the issue types, workflows, fields and screens that you manage in global settings as an administrator, you need to create company managed projects instead. Schemes (issue type scheme, workflow scheme, screen scheme and issue type screen scheme) are designed to link a set of issue types / workflows / screens to this type of projects.

As per the screenshot, it seems like the "Workflow for fin.request" Issue Type Scheme is not associated to any project. So first, you should associate the "Workflow for fin.request" Issue type scheme to a project eg: Finances (having FIN project key), then you can view the Issue Type in that project.
I would recommend utilizing an Automation Rule to automatically generate a linked Issue in a central project whenever a specific type of issue is created in your projects. Subsequently, associate a workflow with the issue created in the central project as per your operational requirements.
