Can't assign a user to a ticket

I can assign the user 'Igor' to a ticket as the creator, but not as the handler? This User is a "normal" Jira user and a member of our Jira group.

"Igor" can't be find in the list:

Hi @Jörg Reinking
From your screenshots and description, this is very likely not a user problem, but a permission or project configuration issue in Jira.
Since:
✅ Igor is a normal Jira user
✅ He is a member of your Jira group
✅ He is selectable in some fields
❌ But not available in the Assignee field
The issue usually comes down to one of the following:

1️⃣ Assignable User Permission (Most Common Cause)
In Jira, being a user is not enough to be assignable.
The user must have the "Assignable User" permission in the specific project.
👉 Ask your Jira Admin to check:
Project Settings → Permissions → Assignable User
Make sure:
Igor is directly granted this permission
OR
The group he belongs to is listed under Assignable User
If he’s missing there, he won’t appear in the Assignee dropdown.

 

2️⃣ Issue Security Level
If your project uses Issue Security Schemes, check whether:
Igor is included in the security level of that issue.
The issue’s security level restricts visibility.
If he can’t see the issue properly, Jira may also prevent assignment.

 

3️⃣ Project Role Configuration
Sometimes assignment is limited to specific Project Roles (e.g., Developers, Service Desk Team).
Check:
Project Settings → People
Is Igor added to the project with a role that has:
Browse Projects
Assignable User
If not, add him to the appropriate role.

 

4️⃣ Component Lead Restriction (Less Common)
If your project is configured to assign based on component leads, and assignment is restricted, this can also limit selectable users.
Check:
Project Settings → Components
🔍 Quick Diagnostic Test
Have Igor try to:
Assign the issue to himself
Check if he can see the project
If he cannot assign issues (even to himself), it’s almost certainly a permission scheme issue.
