It's meaningless outside the context in which it is being used.
The fact it contains jira_ticket tells me it's not a Jira thing, someone has written that for some reason (ticket is the wrong word to use for issues, and Jira does not use it at all).
The two uuids are unique identifiers for some objects, and prial-2610 looks like a Jira issue key, but without the context of what this is, we really can't tell you anything more.
Thank you so much for taking the time and responding to my question. I found a lot of this type of info on my spouse's phone. I've been learning a little by little day by day. I need someone who is good with programming codes for Android phone. I have files with this type of information in them that I recovered from the phone. I would just like to know what these files mean what they're used for. If you know someone that would be able to help me I would love to email them all this information that I have.

You need to identify what application(s) are reading/writing the files. Without that, we simply can't tell you anything more than "it looks like something to do with a Jira system"
