Can setup Jira to email my team velocity chart automatically to my PM every sprint?

Welcome to the community.

No this is not an option. the report can only be seen in the tool.

In my opinion this is also the way to go as it will involve the PM much more in relation to the Team and not have the PM as an outsider.

You could even create a dashboard showing the chart and other relevant information.

Like sprint progress, items in progress, items done, etc..
