We want to put a stop on billing this services but not loose any data. We need to hold this tool to to the cost and people / user have left the organization or have been furloughed for a period of time.

If you have users who have left or been furloughed, and you are trying to keep costs down, you could consider revoking their licenses to reduce your licensed user count and cost of the product.
Based on my experience as a customer, I am not aware of a self-service method to pause billing. You could, theoretically, cancel your subscription to stop billing. Atlassian would begin the cancellation process on your next billing date. Your product would remain active and accessible for a period of time to allow you to change your mind and reactivate your subscription. If you did not do so, then eventually your product would be deactivated and your data permanently deleted.
