I have just changed phone and our policy is to have to-step-verification both sign on wuíth a password and also with Authenticator. My problem is that I did not change to one step before i changed my phone so now I can not login.
Anyone who knows how I can solve this?

You may need to use "emergency recovery key". If you do not have it refer to https://support.atlassian.com/atlassian-account/docs/login-issues-related-to-two-step-verification/
I also think authentication policy can by change for a user by an org admin.
Security > User Security > Authentication policies > for the user Change policy.
