Can not create board JIRA

Cause
The reason why this error is presented is due to insufficient Global Permissions for the affected user account.

Resolution
Browse to the Global Permission as per Managing global permissions.
Ensure the user who is experiencing the problem has the Share dashboards and filters permission.

Hello @Ratih Ebtania 

Being an Organization Admin does not automatically give you permission to share items in Jira.

The Global Permissions in Jira need to be reviewed to see which User Groups have the Share permission and then review the groups to which you belong to see if there is overlap.
