Can not add new member

Hi,

I am trying to add a new member through these steps: Settings-> User management-> Invite team members; unfortunately without success.

I receive an error from Jira "Could not add user. Something went wrong when adding user to your site".

Are you already at the maximum number of users?

There are 4 users saved on our site. If I am right, the maximum is 10 so this could not be a reason.

Are you adding agents to Jira Service Management or for Jira Software?

Can you check the users under Manage Licences?

Where can I find this section? 

Under "user management" I have USER, GROUPS, and  Access requests

If you click on the 'cog', then Billing > Manage Subscriptions it will tell you

The only other thing I can think of is that you're automatically trying to give them JSM access.  Can you check there is nothing ticked when you're doing it?  If possible, some step-by-step screenshots would be really helpful.
