Can i have people only create sub tasks and not any other issue types ?

All,

I am in the process of backlog cleanup and do not anyone to create the new issues in the backlog , but at the same time want people to create sub tasks under other issue types and keep working .

Is there a solution for this ? Please help me ASAP

I'm afraid not.  Create issue permission in a project is all-or-nothing.

You could put an impossible validator on your workflows for the top-level issues, but that's an ugly hack and a bit of a pain to implement.
