Can i have a user that is just used to display as a isue creator and dont have acess to jira?

so, i have team A - 6 users-team on jira software, and another team B with 10 users that dont have acess to jira. Can one of B team be a issue reporter on jira?

How are your users managed?   Member of team b can have a profile created with bogus email and a special password. Just don't give that user the information to sign in to JIRA.  Do you want that user to receive e-mail notifications from JIRA?  

The team member b profile will have to be manually chosen when an issue is created because auto reporter assignment is based on current user signed into JIRA.
