Can i add button at this red box place in jira?

i want to add one button at this red box. on clicking on that button it should pass all test cases of that testcycle as a parameter in URL.

is it possible?

if it is possible than how to implement that?

There's no simple way to achieve this, particularly not so specifically. There's no way to extend that menu section with an action outside of defining your own add-on.

here when we click on this button it should pass all test cases as query string to another site.

can we add button at anywhere in this page?

is it possible using JIRA add-ons to add this button ?

Steven has already answered that - you need to write an add-on to inject the option.
