Can i Link an issue when creating?

Would like to be able to link an issue when creating it. Is that something I can add?

Add "Linked Issues" field to the Create Screen to link to other issues
Use 'Create And Link' plugin https://marketplace.atlassian.com/plugins/com.consultingtoolsmiths.jira.plugins.createandlink
