Can customers submit tickets without having to login?

I would like to set up the system in such a way that when a customer needs Support, the first page that he sees is a ticket submission. I don't want to create barrier to where he needs to login. I want him to submit a ticket and for all exchanges to take place via email.

Possible?

Why on earth would JIRA require customers to login?

So it can identify them, reply to them, inform them, allow them the right access, prevent spam when used in public, and report on their needs.

That's a situation for using email for support.  You don't really need anything like capture or JSD to do this, you need an email based system.
