Can customer can view the SR/CR tickets (Jira Software) over the customer portal??

No, the JSM Help Center can only show JSM requests. If you want to use and app like Refined for Jira Cloud.
The customer will only see the JSM ticket (SR). If it is linked to a Jira Software ticket (CR) they will not be able to see it on the portal.
