Can comments be categorized with headings and filtered?

Is there a way to categorize comments under customized headings i.e. DEV notes, Approval Notes ? Is it possible to allow a user to select a heading from a dropdown menu when he/she clicks the comment box. That way another user going through the JIRA can look for all comments under a specific category.

Also, a user may want to filter comments to isolate what they are interested in seeing. For example, an Approver may want to review all 'Analysis Notes'. If comments are categorized under the same heading and can be filtered, the Approver will be able to extract necessary information in an efficient manner.

If anyone has a workaround or solution, please share!
