Can apache server be installed on Cloud version of JIRA?

We have a solution for integrating JIRA with Siebel using the Server version of JIRA that requires setting up Apache on the JIRA server for reverse proxy.  

We have another group that is using the Cloud version of JIRA and would like the same integration, is it possible to setup an Apache server on JIRA server in the Cloud?

Cloud is provided as a complete service, not a set of servers you can randomly install things on.
