Can an issue workflow post function create or change status in another project?

I have a semi complicated workflow tracking the main tasks of a project.  When i start the workflow, I want to create an issue in another project and based on higher level deliverables being completed in workflow 1, I want to transition the issue in the second project.  

This would be able to provide an automated, high level view of the status of all the projects for upper manamgent.  The first workflow is too detailed for what they want to see but sub parts of it in the second project would work for this purpose.
