Can an external user have billing admin access

I have setup an external user with one of our partners to have billing admin access, but whenever they try to access the Billing Preview menu from the Administration site they get a permission denied response.

Can anyone advise if this is possible for an external user to have billing admin access.

You're definitely on the right track with using an external account for this, but you've likely hit the common wall between managing Billing and managing the entire organization.

You can absolutely have an external user as a billing admin, but the "Permission Denied" error usually pops up because they’re trying to access the Billing Preview section in the main administration sidebar. That specific page is strictly reserved for Organization Admins because it displays broader site data beyond just the invoices.

To solve this without giving your partner "keys to the kingdom" access, just have them go directly to admin.atlassian.com/billing. From that specific URL, a billing admin can handle all the payment details and subscription tasks they need without needing full Org Admin rights.
