Can a watcher of same issue see other watcher receiving email ?

Example, this particular ticket has 3(1,2,3) watchers, yet, when I receive email, I don't see that 2 was included in the email (although I know he was emailed separately with same email I got). We need for both, 2 and myself to both be included in the same email.

Yes, the other 2 watchers will receive a notification. Each addressed individually.

Please note that you may not receive notifications of your own changes depending on your configuration.
