Can a user see specific issue if not in permission scheme?

Let's say I have a project to which I set a permission scheme and user A is not allowed on that permission scheme. I also have a Issue Security scheme and that user A is present on a security level. If I create an issue and set that security level, shouldn't the user be able to see the issue?

Hi, Codrut,

a security level is just restricting the issue to some of the people who are already allowed to see the whole project.

If a user is not allowed to see the project, he won't see any issue, regardless of any security level, he is included.
