Can a site admin have no access to Jira and/or confluence and still function in the admin role?

I need to do admin tasks on Jira/Tempo, and Confluence, but I don't work on projects. Is it possible to be an admin for these services and NOT be assigned to Jira/Tempo and Confluence, releasing that paid spot to someone who really needs it?

You can restrict Admin by managing roles in project permissions to not to participate in the specific project activities, like : Browse Project , Assign Issue etc

But your license will still be counted.

If someone can log in, they take a licence.  As Prakhar says, your admins have to log in in order to be able to do the job.
