Can a single permission scheme control browse permission to distinct users on different projects?

For example, could a single permission scheme- let's call it Scheme#1-

Could Scheme#1 be used to exclusively apply Browse Access for Joe and Jane to Project#1, while also applying exclusive Browse Access for Bob and Barbra on Project#2. 
Is there any known way to make this work?

If I understand what you're trying to do, then I think you can.

For Project#1 and Project#2, create a project role named something sensible like "read-only access" and assign that role "Browse" permissions within the permission scheme.

Then, within the projects, add the users to that role as appropriate.
