Can a Jira workflow condition override the requirement to have the transition issues permission?

Sometimes there are reporters that don't have full access to the project but they should be able to execute certain transitions (not all of them in the workflow). So, granting them the transition issues permission gives them more access than I'm comfortable with. Also, using a condition to require that reporters must execute the transitions makes it impossible for the rest of the internal team to do so. 

So, I was wondering if I could add additional transitions to/from statuses so that these reporters could execute. But do they still need the transition issues permission or can the workflow condition override the permission? Or is there a better approach I'm not seeing?

No, conditions are only there to limit people, not allow them.

You always need "transition issue" permission to transition issues.
