Can a Jira core/software user without a service desk license add a ticket to a service desk project?

Can Jira software users without a service desk agent license create new tickets for a service desk project using the same Jira interface ("create new issue / +") without having to go to some kind of separate external customer portal?

Thank you for reaching out to Atlassian Community!

It’s possible to allow non-service desk licensed user to create an issue internally using the + button, you need to add the group or this person to the permission scheme on the SD project. 

Please, go to Project settings > Permissions and add this user or the entire jira-software-users group to all the necessary permissions, like Browse projects, create issues, add comments and all the other permissions you need them to have.

Note that, non-licensed user can only add internal comments.

Also, they will be able to see all other tickets from this project.
