Can We Configure Jira applications to receive email without a POP or IMAP mail server

Hi Sir

Actually we are using JIRA 7.0.4v using in our organization can we configure JIRA server to receive email jira ticket with out any mail server .

this is possible in JIRA 7.0 please provided any suggestion  for this 

If i configured incoming mail server in JIRA with Group ID so can it possible we can authenticate with Group ID for jira ticket creation .
