Can Jira "notify" old Assignee if task was reassigned to another person?

I'm having same issue and what I could do so far is to set up an automation for first assignee to be listed to Watcher. But have not found out how to set up an automation to send a notification to old assignee when a task is reassigned to someone else.

I feel like the email sending to both used to be default behaviour; not sure why/when it changed...

It will only notify the current Assignee. However, you could add the previous assignee to the Watcher list. If desired you could establish some automation to achieve this.
