I am trialling using Jira Discovery with a client to manage ideas before they become fully fledged jira tasks. So We create an idea, discuss, quote the development hours etc and if they agree then we progress it to our Jira board.
We are currently on the free plan so only have 3 creators and I've made a contributors only group who have access to nothing except for the project I add them to (https://take.ms/mkbGA)
When a contributor has previously commented or watched a task, they are not receiving any subsequent email updates about it, is this standard behaviour or have I set it up incorrectly?

This is currently a known behavior - Contributors who are not billable users will not receive any notifications. They will need to be billable users in order to receive notification.
Currently, there is an internal ticket that have been raised in relation to this use case.
Moving forward do you want your contributor to see the progress or status of the ticket? (after) it was committed to your Jira board?
