Can JIRA has JIRA Only users when "Allowing an Application to Connect to JIRA for User Management" is turned on?

 

There are users that will only use JIRA but not Confluence.  But if I disable the user on Confluence, it will also disable the user on JIRA.  Is there any way around this?

Figured it out.  Just need to remove all permissions for that user.  Thanks.
