User can configure his own column order.

Can administrator configure system level issue navigator for default column order.

If you are logged in as administrative user, clicking the "Columns" link will allow you to see "System" button as well. The columns that you configured under "System" will affect all users who have not set their own defaults. Please see https://confluence.atlassian.com/display/JIRA/Configuring+the+Default+Issue+Navigatorfor more information.
