Can JIRA be used as a project database - to collect info on all projects across the agency?

I want to collect information on all Data Science projects across the agency! Is this something JIRA can do? I would need information such as:

Project name

Program name

Project start and end date

Description of project

Data Science Method used

Cost efficiencies

Was the project in collaboration with another government dept.

FRC

Program or SDDS #

I mean you could use a dedicated issue type to model those projects, with the custom fields tailored for your needs.
