Can JIRA add Watcher automatically after Reporter is changed?

Can JIRA add Watcher automatically after Reporter is changed?

My customers are changing the Reporter very often, and JIRA is not setting up the Watcher for the new Reporter. Is that Bug or intentional? Or can be fixed?

Just set your notification scheme to send updates to the reporter and you won't have to worry about adding watchers.
