As my name is still connected to issues in a project I am no longer on, can I turn off email notifications for just that project vs. turning off notification by reporter or other more global criteria?

Yes, you can modify the notification schemes in the project to turn off email notifications just for that specific project. 

Note: Only Jira admins can modify the notification schemes.
