Can I setup a Kanban Board for a Jira project using Jira Service Management, to be able to see tickets by status, to set WIP limits etc.

If you have the Jira Software product available on your instance then yes you can create a Kanban board that displays issues from a Jira Service Management project.
Users would need to be granted Jira Software Product Access in order to interact with the Kanban board, because agile boards are functionality available only in the Jira Software product.

Jira Software projects inherently support Kanban boards. But the functionality of Jira Software projects is very different from Jira Service Management projects.
You don't actually need to create a different project. You can continue to use the Jira Service Management project as is.
You can manual create a Kanban board based on the Service Management project.
Go to the Boards list screen and select Create Board.
Click the Create a Kanban Board button.
Select Board From an Existing Project and click Next.
In the Project field select the Service Management project.
You'll have to specify a Name for the board and a Location. Because Service Management itself as a product doesn't support agile boards you can't select the Service Management project as the Location. You can select a Software project as the location (and the board will show in the list of Boards for that project) or you can set the location to Personal.

Click on the Search field near you avatar. You'll find a Boards button at the bottom of the pop-up. Click that button.
