Our users asked if we can build a formal approval process in Jira cloud. I read that this is only available with Jira Service management not in Jira cloud can someone confrm?

Community moderators have prevented the ability to post new answers.
It all depends on what type of project you are using. Approvals are only available in Jira Work Management projects if they are team-managed. But there is a workaround by using automation, custom fields and circular transitions. Have a look at this article that I wrote about approval process without using the workflow process.
