Can I set up scheduled email and/or Slack notifications based on JQL + ticket assignee/reporter?

I am trying to set up scheduled, automated messaging to email and/or Slack based on the criteria outlined in JQL + the use of the ticket reporter or assignee.

You can use a Filter Subscription to do this. Check out the doc on Working with search results. Scroll down to the "Subscribe to search results" section and it explains what to do.
